Whether your nonprofit has direct federal awards or received its federal dollars through agreements with state or local governmental entities, the White House Office of Management and Budget’s (OMB) release of the new Super Circular is bringing big changes to the requirements you must meet to manage those federal dollars. It’s official—after years of discussion OMB has announced its decision to create a Super Circular which will replace A-122, A-110, and A-133 for nonprofits, creating a universal set of requirements for nonprofits, universities, and state and local governments. The new requirements will be effective for fiscal years beginning after December 26, 2014, so now is definitely the time to get ready for some pretty positive changes.
This new full-day workshop will explore the changes most likely to impact community-based nonprofit organizations, including some that will definitely impact the state and local governments that pass federal dollars through to us. Topics will include:
- New approach to indirect and administrative costs
- Requirement for state and local governments to accept federal indirect rates, or negotiate indirect rates with nonprofits, or allow nonprofits to use a default 10% admin rate
- Clarifications on cost allocation issues
- New guidance on time records for employees performing multiple functions
- New directions for A-133 auditors on compliance testing
- Procurement clarifications
- Organizational financial health and sustainability as criteria for evaluation of proposals for funding
- Computers become supplies
- Implementation dates and strategies
About the Presenter
Kay Sohl has provided financial management training and consultation for over 5,000 nonprofit organizations throughout the country. Kay draws upon her experience as an executive director, consultant, auditor, and Board member to create trainings designed to help nonprofit leaders communicate effectively across the barriers of accounting jargon and financial anxieties. Kay is co-author of the The Oregon Nonprofit Corporation Handbook, Fifth Edition. She founded and led TACS/Nonprofit Association of Oregon through 2011, and currently leads nonprofit fiscal leaders discussion networks nationally and in Oregon.
