Carol M. Ford, Director of Capacity Building Services

Capacity building was at the heart of Carol’s work with Multnomah County as the director and deputy director of two departments, where she facilitated complex, multi-stakeholder projects, including the creation of the Oregon Community Health Information Network as a nonprofit collaborative that now provides health information technology and services to community-based clinics. Most recently, as Administrative Review Manager, Carol was a catalyst for significant organizational change including improving the delivery of county services and creating new avenues for leadership development. Carol organized and mentored a Leadership of Change group to expand innovative thinking and highlight successful innovations. She was also instrumental in launching a formal Leadership Academy for participants demonstrating potential and commitment.

Carol holds a BS in Biology and Communications from Lewis and Clark College and has completed graduate courses in Business Science at the University of South Florida. She has also completed course work in Harvard University’s Kennedy School of Government, Senior Executives in State and Local Government program.

As a champion of civic involvement, Carol’s volunteer activities include chairing the St. Helens School Budget Committee, working on a Portland City Club team on ballot initiative research, serving as a board member of the Oregon Community Health Information Network, and co-leading the Civic Engagement Results Team (part of Greater Portland-Vancouver Indicators project) to develop social, economic, and environmental indicators across the region.
